Tucker Topics Cover Sketch

I couldn't help but notice the drawing on the cover, but no explanation to go with it. What/who/why is it?

Found it!!!
Not Talisman, not even Tucker, but it is related to Tucker by one degree of separation...
Had it been done a few years earlier, you really could have seen something like this:

In 1957, the Count Alexis de Sakhnoffsky did a series of these for Pedwin shoes, or at least the drawings were picked up by Pedwin. From Geoff Hacker's Forgotten Fiberglass website:
